Abstract

In an era of military modernization and increasingly complex global strategic dynamics, strengthening safety culture within military organizations has become critically important, particularly in managing high-risk operational and technical activities. This study aims to examine the role of strategic leadership in shaping and internalizing safety culture within the Indonesian National Armed Forces (TNI), especially in supporting the implementation of a zero-accident policy across all services. This research employs a qualitative approach using a case study design involving five key institutions: the Air Force Airworthiness and Flight Safety Center (Puslaiklambangjaau), the Army Airworthiness Service (Dislaikad), the Navy Materiel Airworthiness Service (Dislaikmatal), the Naval Aviation Center (Puspenerbal), and the Army Aviation Center (Puspenerbad). Data were collected through in-depth interviews, analysis of official documents, and direct observation of work systems and safety practices in each institution. The findings indicate that strategic leadership plays a crucial role in fostering an organizational climate that supports safety culture, as reflected in leadership role modeling, institutional structuring, and risk-management-oriented operational policies. However, the study also reveals structural disparities among the services and suboptimal integration of safety systems in joint operations. These findings highlight the need to establish equivalent safety institutions within the Army and Navy, as well as to strengthen interoperability across TNI safety systems. This study contributes both theoretically and practically to military leadership studies and provides insights for developing a more adaptive, collaborative, and sustainable organizational safety system within the TNI.
